Contact your builder and ask when they'll request a meter set. Your builder sets the meter close to the final inspection, turn-over and closing date. They'll contact the utility to request a permanent meter. The utility will install the meter and register the ESID with ERCOT. Once it's in the ERCOT system, you'll find it in the ElectricityPlans.com ESID Lookup tool, and be able to choose a provider.
