Full List of Deregulated Cities in Texas

  • Written By: Shannon Bedrich

  • Over 26 million people in Texas, more than 85% of the state’s population, now have the power to choose their electricity provider thanks to electricity deregulation.

But deregulation doesn’t include the whole state of Texas. Some cities in Texas are deregulated and others aren’t. The list below will help you understand what cities fall into each category.

Deregulated Cities in Texas (Choice of Electricity Provider)

Some of the largest deregulated cities in Texas include Houston, Dallas, Fort Worth, and Corpus Christi. Here’s a complete list of cities and town in Texas that are deregulated.

If you live in a deregulated city in Texas, you must choose a Retail Electricity Provider (REP) to supply your electricity. This company will also provide your customer service and billing. Your local utility company will read your meter, respond to any outages and deliver power to your home.

Which Cities in Texas are Regulated? (No Choice of Electric Provider)

So if Texas is deregulated, why can’t I choose my electricity provider?

At the start of deregulation, most large investor-owned public utilities were required to participate in deregulation. But not-for-profit organizations like municipal utilities and electric cooperatives had the option to remain regulated. And most of them did.

Here are some of the larger cities in Texas that are regulated. These are cities where you don’t have the power to choose your electricity provider.

    • Austin (Austin Energy)
    • Brownsville (Magic Valley Electric Coop)
    • Bryan (Bryan Texas Utilities)
    • Brenham (Bluebonnet Electric Coop)
    • Burnet (City of Burnet)
    • College Station (Bluebonnet Electric Coop)
    • Denton (Denton Municipal Electric)
    • Fredericksburg (Central Texas Electric Coop)
    • Garland (Garland Power & Light serves some zips; others are deregulated)
    • Georgetown (City of Georgetown Electric Utility)
    • Kerrville (Kerrville Public Utilities)
    • New Braunfels (New Braunfels Utilities)
    • San Marcos (SMTX Utilities)
    • San Antonio (CPS Energy)
    • The Woodlands (Entergy)

The Public Utility of Texas oversees all utilities and providers in the state, both regulated and deregulated. If you have any concerns or complaints about your service provider you can contact the PUCT by phone or email.
