Lubbock Power & Light (LP&L) has been the utility for the City of Lubbock since 1916. In January 2024, LP&P joined the Texas deregulated electricity market.
That means that if you live in Lubbock, LP&L will continue to be your utility company but you must choose a retail electricity provider to provide your electricity supply.

With deregulation, LP&L does not sell electricity. They only deliver it and maintain the poles and wires. If you are in the LP&L delivery area, you must select a retail electricity provider (REP).
The best option for your electricity is a basic fixed rate electricity plan. These simple plans give you a single rate for every kilowatt hour you use. You can choose from short term plans of 6-12 months, or a longer term like 24-36 months. Your energy rate will be fixed for the term of your agreement.
The REP that you select will send your bill and provide customer service. LP&L will still respond to any power emergencies and outages, and maintain the poles and wires.
The bill from your REP will include your energy charges for the kWh you consume, plus LP&L’s monthly service fee and charges for electricity delivery.

Business Electricity Rates in Lubbock

Lubbock Power and Light Payment: LP&L no longer has a bill pay portal. Under deregulation effective in 2024, all Lubbock residents and businesses must choose a Retail Electric Provider. You will receive your electricity bill directly from your REP, including charges from your electricity supplier and charges from LP&L.
