Lubbock Power & Light (LP&L) has been the utility for the city of Lubbock TX since 1916. In January 2024, LP&P joined the Texas deregulated electricity market. If you live in the Lubbock area, LP&L will continue to be your utility company but you must choose a retail electricity provider to provide your electricity supply.

With deregulation, LP&L does not sell electricity. They only deliver it and maintain the poles and wires. If you are in the LP&L delivery area, you must select a retail electricity provider (REP).
The best option for your electricity is a basic fixed rate plan. These simple plans give you a single rate for every kilowatt hour you use.
You’ll have a fixed rate for electricity, and your LP&L charges are passed through as a line item on your bill with no mark-up. You can choose traditional energy or support green energy resources and go with 100% renewable energy.
Other plan types, including tiered rates, bill credits, free nights and weekends, are more complicated. These plans give you a different rate based on your usage and usage patterns. We recommend avoiding these types of plans, at least for your first entry point into deregulation!
